A. The specifications in any solicitation governed by this chapter will be drafted reasonably broad so as to encourage competition but include sufficient detail to meet the City’s needs. This requirement applies to all specifications prepared under this chapter whether drafted by or on the City’s behalf.

B. To the extent reasonable and unless otherwise permitted by this chapter, all specifications shall describe the City’s requirements in a manner that does not unreasonably exclude a specific good or service.

C. Unreasonably restrictive specifications shall not be used unless the Procurement Officer finds the use of restrictive specifications is necessary in accordance with regulations. (Ord. No. G-5953, 2014)
