The City Manager may establish regulations governing the City’s surplus property program for the purpose of receiving, storing, transferring, or selling surplus property no longer needed by the City. Disposition methods may include the sale, lease, or disposal of surplus supplies by public auction, competitive sealed bidding, or other appropriate method designated by regulation; provided, that no employee of the City shall be entitled to purchase or otherwise receive any surplus property unless expressly authorized by City Council.
