Sec. 43-37. Scope.

A. Except as specified below, this article governs the City’s procurement of all revenue contracts.

B. The following activities are excluded from the scope of this article:

1. Contracts that generate revenue but the method of selecting or authorizing the person or business to provide that good or service is governed by other chapters of the Phoenix City Code;

2. Licenses or permits even if those licenses or permits result in revenue to the City, except if the license or permit is part of a concession contract;

3. Leases, unless the lease is a part of a concessions contract; and

4. Management contracts.

C. The following articles of this chapter are incorporated herein:

1. Article I;

2. Article VIII;

3. Article IX; and
