a. The form of ballot and the mode of printing and distributing the ballot shall be as provided by the City Charter. The City Clerk shall cause to be printed a sufficient number of ballots for voting at each voting center, or may provide for printing of ballots on demand. Ballots may have stubs and may be numbered.
