a. In a candidate election, the Council shall declare the person who receives a majority of the votes cast for an office elected to that office. The Council shall also declare whether each ballot measure was approved or rejected.

b. In a runoff election, the Council shall declare elected the person having the highest number of votes for each office to be filled.

c. No declaration of the result of an election or any certificate of election shall be withheld due to a defect or informality in the returns of the election, if the results of the election can be determined with reasonable certainty despite the defect or informality. (Ord. No. G-5390, § 1, 2009)
