a. The City Clerk may establish the number of early voting locations within the City that the City Clerk deems appropriate. The City Clerk may issue or replace early ballots, receive voted early ballots, and allow voters to cast early ballots at any early voting location. Any early voting location also may serve as an accessible voting location.

b. Any person who appears at an early voting location no later than 5:00 p.m. on the Friday preceding the date of an election may obtain and cast an official early ballot if Election Officials at the early voting location are satisfied the person is eligible to vote based upon presentation of satisfactory proof of identity. If no satisfactory proof of identity is presented, the person may cast a ballot but the identity of the voter shall be verified by signature comparison as provided by law for early ballots generally.

c. After the close of registration for an election, the City Clerk may issue provisional ballots during the early voting period. Any such ballots shall be verified and processed in the manner provided for provisional ballots.
