a. When an election is ordered, the Council shall appoint at least one Inspector and two Judges for each voting center, who shall constitute the Election Board for such voting center. The Inspector and Judges shall be qualified electors of the City.

b. The Council may appoint Election Boards to serve one or more days and at one or more voting centers.

c. The City Council may appoint a sufficient number of Clerks to assist the Election Board at each voting center. The Clerks shall be qualified electors of the City, except that a person who is not a qualified elector may be appointed as a Clerk if the person meets all of the following conditions:

1. The person is a student in good standing who is enrolled in a private or public secondary educational institution and has a grade point average of at least 2.5 on a 4.0 scale.

2. The person will be sixteen years of age or older at the time of the election for which the person is appointed.

3. The person is a citizen of the United States and a resident of the City of Phoenix at the time of the election for which the person is appointed.

4. The person has been trained in election procedures.

5. The person is supervised by an adult who has been trained in election procedures.

d. Pursuant to State Law, a School District or Charter School shall not be required to reduce its average daily membership or average daily attendance for any pupil who is absent from one or more instructional programs as a result of the pupil’s service as a Clerk.

e. If any appointed Election Board Member or Clerk is unable to serve, or should the need arise to appoint additional Election Board Members or Clerks, the City Clerk is authorized to fill such vacancies or appoint such additional Election Board Members and Clerks.
