a. Each day the voting centers are open, after the Election Board has processed the ballots pursuant to the requirements set forth in Sections 12-601 and 12-602, the Election Board shall place the voted ballots in a container and shall seal the container with a numbered seal. The Election Board shall place the early and provisional ballots in a sealed envelope or container provided for that purpose.

b. The Election Board shall prepare a ballot report and shall deliver two copies of the ballot report with the sealed container of voted ballots.

c. The Election Board shall enclose and seal, in an envelope provided for that purpose, the stubs of the voted ballots, if any, and any spoiled or rejected ballots. The Election Board shall sign the sealed envelope. Once sealed and signed by the Election Board, the contents of the envelope shall constitute the official returns of the election. The sealed envelope shall not be opened until it is delivered to the City Clerk.

d. The Election Board shall enclose in an unsealed envelope provided for that purpose, the Voting Center Signature Roster, the challenge list, one copy of the ballot report, the voter information slips, and the envelope containing the ballot box key, if any. The contents of the unsealed envelope shall constitute the unofficial returns of the election.

e. One Election Board member and one other Election Official shall promptly deliver to the receiving station designated by the City Clerk the official returns, the unofficial returns, the sealed container of voted ballots, and the sealed envelopes or containers of early and provisional ballots. The person in charge of receiving the ballots shall give the Election Board member who delivers them a numbered receipt for the ballots. (Ord. No. G-5390, § 1, 2009; Ord. No. G-5560, § 1, 2010; Ord.
